Windows 10 Update 1709 (Fall Creators Update) can break QPR services running under IIS (fix available)

Windows 10 machines that have been updated to revision 1709 (Fall Creators Update) can experience problems with services running under Internet Information Server (IIS). This affects also QPR services, i.e. MEA and ProcessAnalyzer services running in Windows 10 machine with 1709 version of the operating system.

The problem is not related to QPR services or their implementations, but emerges from badly behaving Windows update. The problem with a fix is documented in the following link: https://support.microsoft.com/en-us/help/4050891/error-http-503-and-was-event-5189-from-web-applications-on-windows-10. The instructions in the preceding link instruct to shutdown all IIS services and remove temporary files held for IIS application pools. After removing the temporary files and restarting IIS services also the QPR services work as expected.
